Shion Chang

Shion Chang joined the National Health Council in September 2023, bringing over a dozen years of public policy, regulatory affairs, and government relations experience to the role. He is incredibly excited to work with the NHC’s member organizations to develop and advance public policy that improves the lives of people with chronic diseases and disabilities.
After earning a bachelor’s degree in history from the University of Mary Washington in 2010, Chang joined the federal public policy and government relations team at the Infectious Diseases Society of America where he worked on issues ranging from antimicrobial resistance to Zika. During the COVID-19 pandemic, he transitioned to a role at the National Community Pharmacists Association, where he played a crucial role in coordinating their federal regulatory response to the urgent demands of the public health crisis. Most recently, as the Director of Strategic Partnerships at Sepsis Alliance, Chang helped establish the nation’s first multi-stakeholder coalition focused on spurring the development of innovative strategies and solutions for the prevention, diagnosis, treatment, and support of patients with sepsis.
Chang earned a Master of Public Administration and Policy from Virginia Tech, and a Master of Science in Public Health from Southern New Hampshire University.
