Statement on Agreement to Reopen the Federal Government
Randall Rutta, CEO

(Washington, DC, November 13, 2025) The National Health Council (NHC), representing nearly 200 million patients and families, supports action to reopen the Federal Government. However, reopening the government without addressing critical health legislation and program extensions such as the Affordable Care Act’s (ACA’s) enhanced advance premium tax credits (eAPTCs) leaves patients vulnerable to continued affordability and access challenges. Congress needs to act before year’s end. The NHC urges Congress to work swiftly and advance bipartisan policies, including the permanent extension of the ACA tax credits, ensuring access to affordable, high-quality care for all patients. As always, we stand ready to serve as a resource to policymakers on patient-focused priorities.
