From Protection to Implementation: The NHC’s 2026 Policy Agenda

Advocating on behalf of the millions of individuals living with chronic conditions and disabilities, and their family caregivers, is central to the mission of the National Health Council (NHC). In 2026, the NHC’s policy priorities reflect both the needs of the patient community and a rapidly evolving policy environment, with a strong focus on protection, implementation, and sustainability.
As in prior years, these priorities were developed in close collaboration with the NHC’s leadership team, Board of Directors, and policy staff. They are grounded in patient-centered principles and focused on areas where the NHC can most effectively lead, partner, and engage to advance policies that benefit patients. The NHC’s work continues to be organized across three core areas: access and affordability, research and innovation, and nonprofit sustainability.
Access and Affordability
Ensuring that patients can access and afford comprehensive, high-quality care remains a central priority for the NHC. The NHC will focus on protecting Medicaid and the Affordable Care Act (ACA), particularly as implementation of H.R. 1 raises potential risks for coverage loss. The NHC will also continue to advance and monitor reforms to prior authorization, step therapy, and other utilization management practices that affect timely access to care.
In addition, the NHC is prioritizing efforts to address cost shifting, reduce out-of-pocket burden for patients, and support implementation of the Inflation Reduction Act (IRA). Strengthening public health infrastructure and promoting equitable access to vaccines also remain key components of this work.
Research and Innovation
Advancing new cures and treatments is essential to improving outcomes for patients and families. The NHC will continue to advocate for stable and sustained appropriations for the Department of Health and Human Services (HHS) and key federal health agencies, recognizing the importance of a strong federal infrastructure to support medical progress.
The organization also supports the reauthorization of the Prescription Drug User Fee Act (PDUFA) and the Medical Device User Fee Amendments (MDUFA), with continued emphasis on meaningful patient engagement throughout the development and review process.
Across these efforts, the NHC will work to ensure that patient and caregiver perspectives are integrated into innovation and that scientific advancements translate into accessible, patient-centered care.
Nonprofit Sustainability
A strong and sustainable nonprofit sector is critical to supporting patients and caregivers. Patient organizations have consistently identified sustainability as a growing concern, particularly in the current policy and funding environment.
In 2026, the NHC will monitor and protect tax-exempt status and charitable giving incentives, while also working to safeguard key funding streams that support patient organizations, including the Combined Federal Campaign.
The NHC will continue to elevate these issues and partner with stakeholders to identify solutions that strengthen the long-term viability of patient organizations and the communities they serve.
Looking Ahead
The NHC’s policy priorities reflect a clear shift in the policy landscape, with increased emphasis on defending existing coverage and programs while supporting effective implementation of new policies.
As 2026 progresses, the NHC remains committed to ensuring its work reflects the needs of the patient community and advances policies that improve access, affordability, and outcomes, while continuing to monitor and respond to emerging issues that impact patients, caregivers, and their families.
